Recognizing its catastrophic consequences, the world community united at the Shanghai International Conference on Narcotics Drugs in 1909 aspired to curb the drug trade and drug abuse because it would bring large scale destruction for humankind. Finally, the establishment of the United Nations Organization (UNO) brought good news in this context and the Economic and Social Council (ECOSOC) established the Commission on Narcotic Drugs (CND) in 1946. Finally, the UNGA adopted resolution 42/122 in 1987 and designated an international against drug abuse and illicit trafficking. Later on, the last decade of the 20th century was signalled as “United Nations Decade Against Drug Abuse”.
